SUBJECT: Mazo Beach
TO : All naturists

Dear Naturist,

The Naturist Action Committee wishes to make you aware of an impending situation at Mazo Beach, a popular clothing-optional site on the Wisconsin River in Dane County, Wisconsin.

The group calling itself Wisconsin Christians United (WCU) conducted a relatively small-scale display of their standard harassment tactics in the parking lot and along the road leading to Mazo Beach this past Saturday, August 9. There were no large incidents.

NAC has reason to believe that this same group will attempt a more major confrontation at Mazo on one of the three Saturdays remaining in the month of August. The event will take place along the road between the parking lot and the river (approximately 1 mile).

WHAT TO EXPECT

WCU's outings this summer have been small and have been limited so far to only two dates (July 26 and August 9). However, the anticipated larger event will follow a predictable pattern. WCU members will arrive early in the morning with signs and bullhorns. Under the direction of sect leader Ralph Ovadal, some will be deployed to stand in the parking lot, while the less fortunate will be sent to line both sides of the road, waiting amongst the biting flies and hungry mosquitoes.

Individuals, families and groups arriving to spend time at the clothing-optional beach should expect to be approached and accosted by the WCU faithful, who will attempt, among other things, to use Biblical scripture as a condemnation of nude recreation.

The harassment will be loud and perhaps even threatening. It will include hateful messages and name-calling. Ovadal will call it "witnessing" and "street preaching," but its immediate practical objectives are confrontation, intimidation and provocation.

It is very important for naturists NOT TO RESPOND to these provocations.

WHAT TO DO

Friends of Mazo Beach (FOMB) and the Naturist Action Committee have jointly developed these guidelines:

1) Do not allow Ralph Ovadal and his minions to keep you away from the beach! Like the mosquitoes along the road, they are annoyances, but they are not entitled to ruin your day. Since Ovadal does not wish his small flock to be exposed to actual nudity, WCU antagonists have historically refused to venture past the end of the road or onto the beach itself.

2) Do not engage in argument or debate with those who have been sent to harass you. They are not listening to you. They may try to provoke you with verbal insults. Please do not rise to the bait.

3) Avoid physical confrontation. Ovadal has indicated that he would like nothing more than to be able to portray himself as a victim who has been attacked by those he calls "sodomites." In past instances, WCU lackeys have worked to place themselves in harm's way and have even attempted to stage incidents in which they would appear to be the victims of an assault. Please do not provide them with the remotest opportunity to create such fiction.

4) Once at the river, follow normal nude beach etiquette. Do not fuel Ovadal's frenzy by exhibiting poor behavior. The Dane County District Attorney's office has indicated that it is not inclined to prosecute simple nudity at Mazo Beach, but it will prosecute charges of lewd behavior.

5) Stay in the established clothing-optional area. Venturing over to the main channel of the river is an unnecessary provocation to canoeists and others on the river and may place you across the county line into Sauk County, where no assurances have been made regarding prosecutio

SUBJECT: Wisconsin anti-nudity legislation

Dear Naturist,

The Naturist Action Committee has identified an important situation in Wisconsin. NAC is alerting you to that situation and is asking for your immediate action.

A legislative bill will be introduced later today in the Wisconsin Assembly seeking to outlaw nudity on all land that is owned, managed, supervised, or controlled by any state agency. The bill targets Mazo Beach specifically.

ASSEMBLY BILL 574

AB 574 will be introduced by Rep. Daniel LeMahieu (R-Oostburg). In addition to outlawing nudity on public lands across the state, the bill would establish a state law that "prohibits a person from parking in any lot that is under the jurisdiction of the Department of Natural Resources and that is along Conservatory Drive in the town of Mazomanie."

WHAT IS NAC DOING?

The Naturist Action Committee is working with local naturist groups and others, including allies in the state legislature, to defeat AB 574.

NAC has retained a professional legislative lobbyist to assist its efforts.

WHAT HAPPENS NEXT?

AB 574 has been assigned to the Assembly Committee on Tourism. Since the bill won't be officially introduced until later today, no date has been set for the bill to be considered in committee. However, NAC believes the Assembly's Republican leadership will seek to catch the bill's opponents off guard, and AB 574 will likely be scheduled for an immediate hearing.

NAC IS ASKING YOU TO TAKE ACTION!

The Naturist Action Committee asks all naturists and other concerned citizens to contact members of the Assembly Committee on Tourism and express opposition to AB 574. Contacts from Wisconsin residents are most important to state lawmakers, of course, but since this is the Tourism Committee, its members should certainly be expected to understand the value of comments from those who live outside the state.

Town of Mazomanie supervisors aren't going to take it anymore. Good for them.

They're fed up with opponents of Mazo Beach who keep trying to deny people the right to sunbathe nude on public land.

The Rev. Ralph Ovadal's five-year crusade against the Wisconsin River beach has been taken up again by a few rabid moralists in the Legislature, who have introduced yet another bill intended to close it.

We agree with Mazomanie Supervisor Jim Van Deurzen, who says it's ridiculous that non-locals keep trying to shut the beach, which has been used by naturists for 50 years. "This is some kind of religious crusade, the impact of which is going to be felt by our citizens," he said at the Town Board meeting this week. "There's never been a problem with the nude beach until Mr. Ovadal came in and caused one."

The Town Board voted 5-0 to oppose AB 574. Supervisors took note of the fact that the bill's sponsor is freshman Rep. Daniel LeMahieu, Republican of Oostburg, "wherever that is," as one said.

Indeed, Rep. Gene Hahn, who represents the town of Mazomanie, also wonders why his fellow Republican legislators keep pushing this. "I've represented that area for 10 years. In all that time two people from the village said anything to me about the beach," Hahn said.

Mazomanie supervisors have it right: Leave the beach alone.

Dear Naturist,

The Naturist Action Committee is pleased to report a victory for naturists in the matter of anti-nudity legislation proposed for the state of Wisconsin. As a result of a great deal of hard work and YOUR valuable participation, Assembly Bill 574 never emerged from the legislative committee to which it was initially assigned.

This NAC Update includes further details on this important win. Additionally, it presents you with an opportunity to take a proactive stance by acknowledging the fairness and wisdom of a Wisconsin lawmaker who played a key role in this process.

ASSEMBLY BILL 574

AB 574 was introduced by Representative Daniel LeMahieu (R-Oostburg). It sought to outlaw nudity on all land owned, managed, supervised, or controlled by any state agency. LeMahieu made it clear that the bill targeted Mazo Beach specifically.

WHAT HAS NAC DONE?

Upon the introduction of the bill, the Naturist Action Committee immediately retained a professional legislative lobbyist to assist its efforts. The American Association for Nude Recreation and the Midwest Sunbathing Association each agreed to pay a portion of the lobbyist's fee, and NAC expresses its sincere thanks to AANR and MSA for their timely help in this important matter.

NAC worked vigorously and on multiple fronts to defeat AB 574. With the essential participation of local allies like Friends of Mazo Beach, NAC coordinated an impressive opposition to the bill in a public hearing before the Assembly's Tourism Committee. Three Naturist Action Committee board members and a NAC Area Representative took part in that public hearing.

WHO SUPPORTED AB 574?

Primary public support for this anti-nudity bill came from followers of Ralph Ovadal, leader of a dwindling but vociferous group he calls Wisconsin Christians United (WCU). Ovadal's group occasionally pickets the parking lot and road at Mazo Beach. Ovadal has been convicted twice for his antics at Mazo.

In addition to Assembly sponsor LeMahieu, support in the state legislature came from Sen. Tom Reynolds (R-West Allis). Sen. Reynolds, Senate sponsor of AB 574, was one of the handful of participants in WCU's "Conference on Homo-Fascism," staged last year in Milwaukee.

WHO OPPOSED THE BILL?

A broad coalition was formed in opposition to AB 574. In addition to naturists and nudists, civil libertarians, local residents and others opposed the bill as being "inappropriate" and "meddlesome."

In two letters sent to state lawmakers, the Mazomanie Town Council strongly opposed AB 574.

NAC ASKED FOR YOUR ACTION, AND YOU RESPONDED!

In a NAC Action Alert dated October 15, 2003, the Naturist Action Committee asked you to contact Wisconsin lawmakers who are members of the Assembly Tourism Committee. Your response was overwhelming, and NAC THANKS YOU! Your grass roots contacts truly made a difference.

IMPORTANT: A CHANCE TO DO SOMETHING PROACTIVE

Throughout the legislative process, the Chair of the Assembly Committee on Tourism showed an outstanding sense of fairness and proportion, while keeping a strong hand on the process. State Representative Mark Pettis, a member of the Republican legislative majority from Hertel, Wisconsin, deserves our thanks. He refused to allow the issue to be sensationalized, and he maintained an even-handedness that deserves to be recognized and applauded.
