All you guy's have me laffin' like a fool here!...."We don't need no stinking pouch's!" And how creative is tailoring a pouch from dark brown women's hose?? Love it! I guess in the great state of Hawaii, if pouch's were ouch's, you'd all be aching?

O.K., I'm guilty of the 'double post', an issue which should have been addressed in a Seinfeld episode...
Today I was talking to a guy who had lived in Eugene, Oregon. I was mentioning I was there yesterday and how it seems like a nice, fairly progressive university city, and blah, blah, blah. He told me it's legal for women to go about town without a top on. Noone does it, but apparently, at least from what this guy understands, it's not a crime of any sort. Makes sense to me!

Bikeracer a lot of places have a top free ordinance, but when women do try it, they are still confronted by the law. It is that was here in BC but it is a constant cout battle going on.

I suppose I should have paid more attention to my law classes in undergrad Kim. I didn't know that BC had that ordinance but it makes sense. The Canadian folk I'm friend's with are generally more open minded compared to U.S. view's when it comes to puritanical issue's.

I do not believe its puritanical bikerider more Victorian. Accounding to the law in BC a woman can go top free anywhere a man can. The woman who challeneged the law and got the top free bill passed, has been in and out of trouble with the authorities ever since. I was told New York had a top free ordinance too, but you rarely see it. I guess women will not freely go top free unless they are sure that they will not be ticketed. Women probasbly will not start doing it unless others do, safety in numbers.

Well gall darn it, good for the woman who challenged it! I actually think I remember reading or hearing something about that Kim.
So, 'safety in number's', eh? Seriously, it's so rediculous that I can take my shirt off in public yet a woman has to worry about getting a darn police record for doing the same...Sheesh!

<Laughing> Kimberly, there was actually a caveat to the law which the guy I talked with mentioned. He didn't know, but he said there was something about if it became a distraction the poollice could haul a bare breasted woman in for being a 'public nuisance' or some such charge. It's crazy man, I mean just crazy!

Many places have "public nuisance" laws. In an ideal world, it would not matter whether the woman was bare chested or not.
If someone - male or female - was dangling from a road bridge on a bungy cord a few feet above the traffic, they would still be a distraction whether totally nude, in swimwear, in a pin stripe suit complete with bowler hat, or in a clown's outfit. They would be a public nuisance!
The problem is that people are often arrested and then released with a "warning". This may make sense for pranksters who were causing a safety hazard and needed to be removed from the scene, but were did not warrant a full prosecution, but not when the arrest was illegal, such as for quietly sunbathing top-free following ordinances. Suing for false arrest is possible, but few will try it if they think they were just lucky to "get off". To have any real impact, the local police department (or government) needs to be sued, and that is only possible if a pattern of false arrests shows negligence on behalf of the department.

I think it's not just possible legal ramifications that women might be afraid of when it comes to going topfree. I think it's largely societal, too. Even if all of the U.S. became legally topfree overnight, I still think it would be a while before it became commonplace for women to actually do it. Laws change much more easily than societal values do, which is sometimes unfortunate. But in the past men weren't allowed to go topfree to the beach either, so maybe one day it will happen.
And Kim, I promise not to do any strange things if I see a woman's bare chest! (At least, no more strange than usual.)

Philzer you are right, I would not want to be the only woman going topfree. If other women are doing it then I would feel comfortable. One of the reasons why the laws are not challenged is because of the court costs. Also the notariety that you get. I can just see my kids getting the third degree at school. "Isn't your mom the one that wants to show her boobs in public?". I agree with you, it will catch on after a while.
