These people aren't nudists though, they are exhibitionists.
I always wondered if a well wrapped towel snapped at just the right time would send a message heard round the beach?
Just askin.....

I would force them to have clothed sex on a heavily patroled but officially nude beach. Solves the problem and makes a good newspaper headline -- Clothed people have sex on nude beach. Can't trust those textile folks.

Good idea but you know the press would turn it around to suit their agenda and the nudists would end up as the bad guys anyway.

I've had a couple of different experiences in the last couple of years, one a couple of weeks ago at a legal CO beach, the other last year at a non-designated CO beach but commonly used.
Last year a couple walked past me and went further down the beach, maybe 100 metres. They then proceeded to put on a performance. They walked past me 30 minutes later to access the swimming area and came back a few minutes later. They invited me to go with them to either participate or just watch. I thanked them but declined. They then proceeded to go again. I was surprised and disappointed that they seemed to have come to the beach for that purpose. I'm no prude and have had sex on the beach a number of times in the past but this was more than just a spur of the moment event, it seemed planned.
Different beach this year and a different case but again I was disappointed. Went to a CO beach and positioned myself a reasonable distance away from other people 10-15 metres or so, it was a crowded day. The couple nearby came back to their gear and lay in the sun. Another group of younger people (great to see groups under 30) 3 guys and 1 girl came to the same spot and sat with the older couple. The older two went on another walk and another guy turned up who is a beach regular. The regular often walks around with an erection and seems to be proud have it out and proud, good for him, and he did this day. He went walking off to the sand dunes then the 4 others went to a different place in the dunes, a couple of the guys also sporting erections. They all came back to the beach 15 minutes later and it was clear at least 2 or 3 of the guys including the regular had had sex with the girl. They came back, went in the water, washed off and laughed about it. This intrigued and disappointed me again.
As I said I'm not a prude but it may sound that way. I didn't think the purpose of the CO and designated nude beaches was as a place to have sex in public, spontaneous sex is going to happen but these two events concern me as there are already enough nay-sayers out there who would like to remove the CO or nude designations from these beaches and these performances are just the sort of behaviour to cause problems for the rest of us who don't go there just for these reasons.
The beach where this more recent sex happened has large dunes behind it and guys often seem to frequent the dunes for casual sex. The dunes are a place to get out of the wind and I've been approached by guys on a couple of other occasions. Again I've politely declined, it is not the reason I go to the beach or seek protection from the wind.
I don't know what to do about this. Do I try to contact someone who might be part of a nudist group in the area and relate these stories? Do I just ignore it and "get over it"? Any suggestions?
I've since started going to another beach to avoid this situation. I just enjoy getting some sun, swimming naked, relaxing, reading, having a walk and a chat if anyone is interested in talking.

Simply put ... you tell them that it's not acceptable, tell them that it's not appropriate behavior for a clothing optional beach and ... you make sure that you tell them that their behavior is, will and has ruined it for many nudists by their actions because the authorities use this kind of behavior to take these clothing optional beaches away!
To do nothing or say nothing is the same as condoning the actions.
Loves being naked. Plays well with others!
