This was emailed out a couple of weeks ago to most AANR-Eastern region clubs and lots of members. This is important. We need to defeat the proposals on the mail ballot. These proposals are NOT the same as what was voted for by the Regional Assembly. The reduction of the number of Directors, I was told by one of the directors, is now being taking off the ballot.
If you are in the Eastern Region, I urge you to vote against all the propositions mainly because this is NOT what was voted for. In short, this is illegal.
I apologize if you've seen this information previously, but this is a serious issue that we need to deal with and inform as many MEMBERS as possible to become aware of what is going on in their organization. With best regards, Cheri Alexander

AANR-EAST MAIL BALLOT MOTIONS MUST BE DEFEATED! PLEASE HELP!
Despite requests from AANR-East Board members, current President Bob Roche has refused permission for a knowledgeable person to write a “con” statement regarding the motions that will appear on this ballot, although he himself appears to have written what effectively could be called a “pro” statement. He has stated that no “con” statement is necessary because “the motions are not controversial.” With all due respect, we beg to differ with his point of view and would like to share some of our concerns with you.
Concern #1: Because of its mail ballot, AANR-East has the most democratic system of governance and election. Motions or propositions that could significantly impact the Association should go to the members with both a pro and a con statement for explanation so that the membership can be fully informed when casting their vote. The motions on this year’s mail ballot could dramatically alter the future of our Association.
We believe the members should be fully informed on the issues from both sides before they exercise their important right to vote via the mail ballot. Don’t you?
Concern #2: The motions to be ratified were passed by the General Assembly at Cherokee last summer. Since then a lawyer has rewritten them. President Roche states, “Our Legal Counsel rewrote the two motions cited above, without changing or altering the intent of the motions passed by our member delegates.”
We don’t believe that is true – why don’t you decide for yourself?
Please compare the versions of Motion #1 for yourself and see if they are the same motion: [Please notice that the second version does two things quite differently. It states that the power to decide goes out of the members’ hands and into the hands of the Board of Directors. It also states that an “objectionable” proposal from AANR only needs to be proposed, not passed, to initiate action by the Board of Directors. It also changes the content and time frame from a specific proposal in the immediate future to any proposal at any General Assembly, without limits]

isnt Florida separate from aanr east?
i like the member ballot system. what this is trying to do is give the oboard arbitrary control without having to listen to input, or to be accountable, even for the money.
whether you approve of aanr tomorrow or not, you should have input.
is there any way you can remove bob rocha without causing a bloodbath.

calmnude, FL is its own region: FANR. I've not heard anything from bob since he was told his actions are not legal.
It would be nice to recall him. :)

As we had previously discussed, the motions to reduce the size of the board were being withdrawn and in fact have been withdrawn. Inasmuch as those discussions took place well before your April 18 post, I don't understand why you felt it necessary to bring the subject up again, but once and for all, those motions will not be on the mail ballot and I really don't think any further discussion of this issue is either meaningful or productive. Insofar as the other motions to be voted upon on the mail ballot, I refer you once again to my e mail where I wrote:
Members of AANR east: As a member of the Board of Directors, I would like to take this opportunity to clarify some of the misunderstandings that may exist surrounding the point of the mail ballot which you will be receiving shortly. First of all, perhaps a brief synopsis of the history might be in order. At our last convention in July of 2003, we were faced with a problem surrounding the proposal for AANR Tomorrow which was to be voted upon at the AANR convention in August of 2003. The proposal had originally contained language which, if adopted, would have virtually eliminated the regional autonomy of not only AANR East, but all the other regions as well. Several motions were made which, in effect, warned AANR that our region did NOT support the AANR Tomorrow program as proposed, and IF it were to be passed in its present form, AANR could expect to lose our membership entirely. These motions were passed unanimously. (AANR did subsequently send its AANR Tomorrow proposal back to the drawing board at their convention in August). It was pointed out to the Board and to the members present that IF we were to become separate from AANR, there was a problem with our by-law wording. Many of our ruling documents make reference to underlying AANR by-laws instead of using the appropriate language by spelling out the referenced by-law. If we were to become a separate entity, it would be wholly inappropriate to reference another corporation's by-laws. The change in the AANR-East by-laws must be accomplished upon a vote of the membership in a mail ballot......that's why this motion is on the ballot. It was also determined at the January midwinter meeting that even though the AANR Tomorrow proposal that was the source of so much controversy the previous summer had been taken off the table, there was no way of knowing if a proposal that threatened the integrity and stability of our region might be forthcoming in the future. In order to solve this problem once and for all, it was determined that using the INTENT of the membership vote from July, 2003, more general language would be presented to the membership on the next mail ballot that WHENEVER a proposal was adopted by AANR that threatened our regional existence, we would have the right and the ability to join with any other regions and form our own organization, separate from AANR. We do NOT expect this to ever happen BECAUSE we have taken this step to protect our regional integrity. We are sending a message, loudly and clearly, that whatever form AANR takes in the future, it DOES respect the regional structure. Should this proposal fail, in order to protect ourselves, we would spend valuable time, effort and energy at EACH convention passing motions that take into effect what AANR might do a month later. Considering that we can take care of this now, please let's not put it off. Cheri Alexander has brought up a good point about the proposed reduction in the number of members of the Board of Directors, and I understand her concern. I have made a motion and it has been seconded to have this proposal removed from consideration on the mail ballot. Cheri's point was well taken that now is not the time, under the circumstances, to reduce the representation on the Board of Directors. I feel certain that this motion will pass. Walt, The short of it is that putting out the mail ballot with wording other than what was passed is NOT legal. The legal counsel who was at convention is NOT the same attorney who drafted the proposals for the ballot.
I will continue to urge every Eastern region member to vote against the ballot.

We'll have to agree to disagree. The closest analogy I have to the situation we found ourselves in last year is this: A mugger comes up to you on the street, points a gun and says, "Give me all your money!" You reach in your purse, pull out a much bigger gun and say, "I don't think so!!" At which point the mugger puts away HIS gun and says, "OK, you win. Tell you what, now that I've put away my gun for now, how about giving me all your bullets. I PROMISE I won't try it again. Trust me." Cheri. Do what you must....vote AGAINST the proposal. Me, I'll keep my bullets.

if you have a meeting and agree on wording on a ballot which is agreed upon by a majority, and then you go and have a secret meeting and change the wording without the approval of the main group, it is not only illegal, it is unethical.
furthermore, presenting the second set of ballot proposals to the membership as if they were the first set is misrepresentation and possibly fraudulent.
what happened is that you messed up on the first ballot proposals and are now trying to save your sorry butts.
i believe you should put a letter of explanation on the history of the current ballot as well as a summary in plain English which explains the differences.

Please see my post of April 20. I believe that this explains it all. By the way, the meeting was NOT secret. It was an open Board of Directors meeting. The fact that few cared enough about this to show up, and only 4 out of 72 clubs in the AANR East region bothered to send representatives to last years convention is not the fault of the Board. Decisions are made by those who show up. But, congratulations. Considering your post, I do expect to meet you at the AANR East convention this year. After what you have to say about my sorry butt, thanks for volunteering to help. There are lots of jobs that need doing.

Careful folks, somebody is going to lose an eye!
Not to make light of the situation. I think there are valid concerns here. To me, it seems that the language is a bit obscure and was definately altered. I think a lot of voters might not understand some of the ramificatins of the choices presented, and may just eat what is on the plate.

The motion that was voted upon at the general assembly last July is not on the ballot since it applied solely to the AANR Tomorrow proposal which was taken off the table at the AANR convention in August. Therefore, there was no need to have that motion ratified on the mail ballot since there was no longer any affect on the AANR East by-laws. What we DID decide at the mid winter meetings (publicized and open to the public, Calmnude) was that since no one had any idea what form the new, revised AANR Tomorrow proposal may take, a more generalized motion which clearly incorporated the SPIRIT and INTENT of what was passed the previous July should be placed on the mail ballot. This was passed unanimously by the Board of Directors (in an OPEN MEETING, Calmnude). Because there are still individuals who wish to see the regions (and their treasury) folded into one organization, controlled by a very small board of trustees, a disinformation campaign began and sucked normally calm, rational individuals into the debate by nitpicking wording and vocabulary. The choice is very simple.....if you want to continue to have the regions maintain their autonomy and fund regional programs (like the Youth Camps) and assure their existence, then pass the proposals. If you don't care about local programs and continued regional existence, then vote no. Simple as that. On a more personal note, I and my fellow members of the Board of Directors and the AANR Trustees who attend the meetings spend a considerable amount of our time, effort, energy, and personal money in service to the membership who voted for us. It is more than a little annoying for any individual who, to my knowledge, has NOT been part of the process to purposely insult us. Disagree all you want, a debate is healthy. Cheri, if you want to recall Bob, I'll expect to see your IA request outlining your complaint, otherwise, please let's stay on topic. Calmnude, I WILL expect to see you at convention and volunteering for work.

the fact of the matter is that over the years many of us have offered to be part of the process and have been mostly ignored. many clubs feel as if they are being shut out of the system beause limited help is not accepted. it either has to be full time, our way or the highway. personally, a number of years ago, i offered help in research and background on legislation, had gremlin friends who could find correlate, synthesize and draw up proposals in either plain english or in the archaic language legislatures used. it was offered gratis. no one ever took us up on the offer. and this was pre-hi tech and e-mail. i spent a lot of years involved working in the process from funding to proposal drafting to making policy work. in principal, i agree with what you did. i too have serious reservations about aanr tomorrow. and i know you people work hard and mean well. and i know the intent is for the better good. but sometimes mistakes are made and you should just admit it.
sidebar: about clubs not attending, thats a long standing issue.
as far as my attendence, it depends on the family medical issues.. but keep us posted

Cheri and spadoc, thanks for keeping us informed.
I can understand the intent of the proposal; that is, survival of AANR-EAST under any contigency, and preparing within time to correct for changes adverse to that organization.
It is very unfortunate the attorney wasn't present at the open board meeting when the proposal was drafted to correct its language. It may be true the language wasn't sufficient to accomplish its intent, and that time wasn't available to call an emergency board meeting.
It seems to me, now, that the greatest impediment to progress right now is the perception of impropriety, in the correction of this legal language. Whether the underlying meaning is the same will not be entertained by those opposing the method.
I would suggest a full disclosure from the authoring attorney explaining any difference in intent between these two versions of the board's proposal.
On a personal note— on first reading, it seemed to me one version was broader than the other. However, I can't blame the AANR-EAST Board of Directors for preparing to scramble for solid ground for their organization, should the new AANR Tomorrow plan affect the regions adversely. In that scenario, preparing proper documents for re-organization in time would be crucial for the health of the regions.
One last observation— anything hard to understand is going to be hard to support. This issue needs more enlightenment and clarity.

Kevin, It's not the Board that put together the proposal, it was Regional Assembly delegates. There was a lawyer (prior region's legal counsel) present. I'm sure if he felt it needed changing, it would have been done. What is supposed to be on the mail ballot is NOT legal.

Today I received an important letter from AANR & Pat Brown, our AANR President.
Please make sure to read it and urge your members and friends who are AANR-East members, those people who hold their AANR membership through an Eastern Region club, to also read it. It is the future of our region we are voting on very shortly. The mail ballots will be coming shortly in the mail. We need to defeat these motions. The first two are out-of-order (per the letter from Pat Brown and in fact are) since the AANR-Tomorrow proposal has been withdrawn.
I'm taking the following from Pat's letter: Motions 1 and 2 - If passed might take the power to decide out of your hands and transfer it to the AANR-EAST board.
Once passed, Motion 3 empowers the Eastern region board to determine what to do without your inpout. Once passed, this motion forever silences your voice in financial, political, and corporate matters of your region. Once passed this motion is forever in effect as there is no timeline or milestone to sunset this legislation.
Once implemented, Motion 4 banishes from the region's ruling documents all references to AANR and the long-standing relationship between AANR & AANR-East.

I am very pleased to forward to you an email that was sent to the AANR Board of trustees this morning. I thank each of you for your grass roots help in AANR East to make this resolution a reality.
Pat Brown AANR President
-----Original Message----- Trustees, AANR-East President Bob Roche and I have mediated a resolution to issues that have caused considerable discord between AANR East and AANR. I commend Bob for his leadership and dedication to the future growth of AANR and AANR East in spearheading this process. This agreement establishes significant cooperation and determination to move forward. As a result of our agreement the following actions have or will occur:
* AANR East's Executive Board has withdrawn motions 1 through 4 from their mail ballot; these motions will become null and void. * AANR-EAST will openly support all the PAG proposals. * I have agreed to have a proposal drafted for presentation at the AANR general assembly to place language in the bylaws to recognize perpetual existence to the regions as long as AANR is in business and to guarantee that AANR will continue to collect and forward regional dues to the regions as long as the regions and the AANR exist.
It has become obvious that there is still an element of distrust between AANR and some regions as an after-effect of last year's withdrawn proposal to cease the collection and distribution of regional dues. The inclusion of this statement in our bylaws will go a long way to help rebuild trust between regional officials and AANR.
* Further, we will work together to draft a proposal providing both member and club trustees with an alternate in their absence. Both of these proposals will be presented to the general assembly for consideration.
* AANR East has withdrawn the formal letter to Jawn Bauer, leaving his record free of any formal issues of conflict of interest in matters between AANR and AANR East. * Bob and I discussed the need to take a stand against increased personal attacks directed against volunteers and staff. It is becoming more difficult to interest and retain good volunteers because of criticism over personality rather than principle. I am drafting a statement that I hope all regional presidents will sign making a unified statement to all members of AANR that our volunteers are valuable and that we will work together to promote AANR's mission and goals and provide an atmosphere of respect and cooperation.
Bob and I have agreed to begin the rebuilding of trust together. I am extremely optimistic that this summer will see a cooperation and team resolve to move AANR forward and provide our members value and relevance to their membership.
As with previous emails, I encourage you to keep you regional president informed of these developments. Pat
