You got that right, Randy. Just because there's no STATE law prohibiting nudity, that doesn't prevent local jurisdications from passing their own.
That happened in my state of Pennsylvania, in the city of Erie. Pennsylvania has no state law on the books preventing women from going topless in public. State laws here only prohibit the public display of male or female genitals. The knotheads in Erie's city council decided to ban exposure of female breasts in public within that city, except for nursing a baby which they so generously allowed.
New York is the only U.S. state I know which guarantees women equal topfree rights as men. Even so, I never hear of women walking around topless in NY. Does anyone have knowledge of other states which have a similar law?

I don't want to turn this thread into a discussion on gun rights, but I will try to answer Kim's question.
While I don't do this myself, a few very good friends of mine who are totally law-abiding, good people would not think of leaving home without toting a concealed firearm. Of course they have carry permits, so everything is legal. The answer to Kim's question is that a person will hopefully never NEED to carry a firearm. But even while we hope for the best, one never knows when he or she MIGHT need to draw a firearm to defend oneself or a loved one against the criminal element. Unless you've ever had to live or work in a high-crime urban area, or ever been robbed, raped, or brutally assaulted, it may be difficult to understand the rationale to carry a firearm for self-defense. Crime victims tend to not want to be victimized again. It comes down to one question: Whose life is more valuable, yours or that of the criminal who has made a career out of hurting or killing other human beings?

Because criminals fear people who carry guns. The national news doesn't like to cover stories about people who saved either their life or the lives of others using a gun they legally purchased and registered. When places like England took away people's guns, deaths and crimes by guns increased because the people who obey the laws no longer had guns to defend themselves and the criminals continued to be criminals and got and used guns. One police chief, when asked by a reporter what could be done to reduce crime, said to arm all lawabiding citizens. The mayor, governor, and reporters didn't like this answer even though it was the truth. Only two reasons why I don't have one myself. First is trailer park rules, but there are ways around those rules especiallys since they can't search my home. Second is money. Guns aren't exactly cheap. Unlike some in my family, I wouldn't care about having a gun with the "biggest or longest barrel". Give me a small .22 caliber hand gun. Easy to aim, low recoil, easy to use in a confined space, and easy to conceal.

Oops! I was thinking of the Domesday book in 1085> Bill the Conk basically said he would keep the old (English) laws in place, and recognised the authority of the Mayor of London (a position which ran uninterupted until Margeret Thatcher!)
